Ourisman Chantilly Kia responded

We tried to help the customer title the vehicle where he had requested, which we typically do not do. The customer was in the process of moving from his current address but did not have the proper paperwork that we needed to title where he requested. That being said, we had to title the vehicle where it should have been titled the first time. This was in an effort to be helpful to the customers needs. Since then, the customer has recevied the tags. The issue has been resolved.

If Ourisman Chantilly Kia does not typically title the vehicles where their customers request, I would then argue that I was misled (and overcharged) when I was told I had to pay $400 for Ourisman Chantilly Kia to process my taxes, tags AND TITLE. Secondly, I was told the only additional paperwork I needed in order to register the vehicle in WV was a state safety inspection, which was provided. Additionally, Ourisman Chantilly Kia cannot dictate where a customer's vehicle "should" be titled. It was originally supposed to be titled in WV which Ourisman Chantilly Kia failed to do. This was well before I was ever "moving from my current address" (which didn't come into play until nearly a month after Ourisman Chantilly Kia failed to register the vehicle in WV). Lastly, the issue has not been resolved as my address is incorrect with VA DMV.
