I would think that if you haven't started a scheduled tire rotation after 3 hours of waiting, that the service advisor would inform me that there was a problem and give us an accurate estimate on when someone would start the work. Your service writers would be much more helpful if they would communicate with your customers details and progress of repairs. Since I had the Hyundai app on my phone that is the only way I was aware that the work had not started as my vehicle never moved. I won't be coming back to your dealership for service or to purchase a vehicle in the future, because of this experience, as well as reading other reviews about your service department.
