He fucntions under the guise that he is purchasing the vehicle when in fact the customer is purchasing the vehic public to access the auto auctions. This can result in lending organizations not financing these purchases as ussed car sales because the dealer cannot present a buyer's order nor does the dealer hold the title. Mr. Salomon seems to have perfected his business to operate just within the law which enables him to run his scam to include the fraudulent refusal to refund deposits for cars that are not purchased until he finds a buyer for the car.
