Sutton Ford responded

We apologize for the inconvenience. We cannot complete repairs under warranty unless they fail the test. That is the only way to get reimbursed from Ford. We must charge the diagnostic fee which tells us if it failed or not. If it fails, the diagnostic is applied to the cost of the repair but if it does not, the customer must pay for the technian's time and work for the diagnostic.

While I can partially understand that, it still does not excuse charging me for 2 hours of diagnostic time when the technician spent 40 minutes trying to diagnose it. I got a text work started at 11:01, then received a phone call at 11:45AM that nothing could be found. Well, other than two complaints within Ford that match my exact complaint, but have no fixes yet.
