Quality Subaru responded

In response to your concern, we did inspect the chip and scratch, we also stated the tech does not use any tools to install the window guards, so we don't believe that his installation would have caused the damage. The service manager did however offer to touch up the chip, and buff out the scratch, but the customer requested touch up paint to take care of it himself.
