Marty's GMC responded

We are sorry that we were unable to pass your vehicle for inspection due to the pit in your windshield. Given the inspection rules and regulations combine with the fact that inspections are documented via computer and video, an d reviewed regularly by the Massachusetts regulators, we have very little flexibility. There were certainly times where there was greater flexibility in the inspection process.
