Toyota of Rock Hill responded

Miguel- Thank you for your feedback. Unfortunately, the fog lights were installed incorrectly. As we discussed with you, the ignition wire was not installed correctly and that when you were trying to start the vehicle (multiple time) that raw fuel was being pumped into the catalytic converter. We were able to fix the issues with the fog lights, but the damage to the catalytic converters was already done. Toyota will only cover “manufacture defects” and the failure of the converters was not that. I’m sure the technicians you spoke with had this information, they’d agree.
