Two weeks later, unsurprisingly, I haven't heard from the dealership about the horn, although they told me they'd call back in 2-3 days to install the horn. What I did is ordered an OEM Ford horn online for $23 yesterday, It arrived today, and I installed it myself. When replacing the horn, I saw they didn't even connect the cable back to the faulty horn after their 3-hour "diagnostic", so it was just dangling there. Good it didn't get stuck in the radiator fan. I wonder what criteria Ford uses to authorize someone to be their dealership. I will write to them and share my experience with this "dealership". These kind of shops ruin manufacturer's reputation.
