Please refer to service bulletin 09-010. The work requires 1/10th tube of honda bond part 08718-0004 (Internet says $13 for the whole tube) and VTC actuator part 14310-R51-305 (Internet says $164). The service bulletin says it takes 2 hours. Perhaps your certified and trained mechanics may take longer and maybe your part costs are slightly different. Looking forward to a reasonable quote that contains parts cost, labor time, and the labor rate (as per the Automotive Repair Act). I hope that is not asking for too much for a national company. If there is genuine interest in addressing this issue then please respond here. Be transparent. That's how trust can be regained.
